Anti-Fraud, Bribery & Corruption Policy
1. Policy Statement
1.1. Commitment to Integrity and Ethics: TECEC is dedicated to
conducting all operations honestly and ethically. We enforce a strict
zero-tolerance approach to fraud, bribery, and corruption, committed to:
(a) acting professionally, fairly, and with integrity in all relationships, and
(b) implementing systems to prevent fraud, bribery, and corruption in every
aspect of our work.
1.2. Legal Compliance: TECEC is committed to
upholding all relevant laws to counter fraud, bribery, and corruption in
Tanzania and any other countries where we operate. This includes full adherence
to the Anti-Corruption Act of Tanzania.
1.3. Accountability and Transparency: TECEC holds
itself to high standards of transparency and accountability. Clear
organizational frameworks and guidance are in place to address risks related to
fraud, bribery, and corruption.
1.4. Scope: This policy applies to all individuals
working on behalf of TECEC, including employees, directors, agency workers,
volunteers, contractors, consultants, partners, and any representatives
associated with TECEC, wherever located.
1.5. Consequences of Non-Compliance: Any employee
found violating this policy will face disciplinary action, which could include
termination. TECEC reserves the right to end relationships with service
providers, agents, or third parties who do not comply with our anti-fraud,
bribery, and corruption policies.
2. Definitions
2.1. Bribery involves offering or accepting any advantage to induce
improper conduct or reward an improper action.
2.2. Corruption refers to abusing a position of power for personal gain.
2.3. Fraud includes dishonest misrepresentation, failing to disclose
information when legally required, or abusing a position for personal gain or
to cause another’s loss. Theft is also prohibited under this policy.
2.4. All forms of fraud, bribery, and corruption are
strictly prohibited.
2.5. Retaliation against individuals who refuse bribes or
report suspected violations is strictly forbidden.
3. Gifts and Hospitality
3.1. TECEC permits reasonable, transparent hospitality and promotional expenses
within set limits under this policy.
3.2. Acceptable gifts should be appropriate in type and value, given openly,
and not involve cash or cash equivalents. All gifts must be in TECEC’s name.
3.3. Promotional items of low value (e.g., branded items) may be given or
received from partners and suppliers.
4. Reporting Concerns
4.1. Any suspected violation of this policy should be reported to the
designated TECEC Anti-Fraud Officer immediately for prompt investigation.
By adhering to these guidelines, TECEC upholds its mission
to foster a trustworthy, corruption-free environment while supporting early
childhood development for Tanzania’s communities.
