Founder & Executive Director, Tanzania Early Childhood Education and Care (TECEC)

Joel Elphas is the visionary founder and Executive Director of TECEC, a national, community-driven organization focused on improving early childhood development outcomes in Tanzania. With expertise in project design and management, financial systems, development strategy, and fundraising, Joel has led TECEC to reach over 20,000 children and youth across Mwanza and Mara regions.

He is a recipient of the Theirworld Education Innovation Award, which recognizes bold, scalable solutions for underserved children and youth. Under his leadership, TECEC has trained hundreds ECD practitioners, empowered thousands of single and adolescence parents of young children, and supported the community the establishment of innovative play hubs and stimulation corners in clinics and communities.

Joel is currently expanding TECEC’s impact through strategic partnerships, data-driven programming, and advocacy for inclusive early learning programs.  He is passionate about creating environments where every child can thrive, physically, emotionally, and cognitively.

Outside of work, Joel enjoys music, good food, and meaningful conversations. He values community, creativity, and lifelong learning.
